Teaching skills on Catalonia statutes of 1932 and 1979

Abstract

It is clear from the contents refering to education that are noted in the Statutes that Catalunya has taken that there is acomparison between that of 1932 and that of 1979 both dependent on the respective Constitutions of the Spanish State. It deals with a contribution to the knowledge of the Catalan reality on the one hand the changes of approach that the different educational policies use. As an essential part an Appendix is added with the clear approval of the Catalan Community in 1919 and that of the Project of the Provisional Constitucion of the Republic of Catalunya in 1928. Material is thus offered to whoever is interested in comparing these documents and drawing the relevent conclusions. The present work has few comentaries, it is limited to establishing and making the facts clear. It is the technique of the historian which fits in very well with that of the comparative specialist. For this reason the historical circumstances which determine the texts are concentrated on more than their contents. These contents correspond to two spheres: the principles of educational policy prevailing in Spain and Catalunya and the functions that concern the latter, as a self-governing region, in the educational administration. The two Estatutes denied Catalunya the benefit of its exclusive aspirations in the educational field.
